Job Title: Treasurer Pay Grade: $38.00/hr (DOE)

Reports to: Director of Highways


TYPICAL JOB FUNCTIONS

The following list includes typical job duties and responsibilities. The Clerk, Director, and Deputy

Director share items on this list to assist the Treasurer in doing the required functions. Work is

completed in an office environment. Legal and technical support services are available as needed.

This is not a complete list.

1. Is responsible for all District financial records. This includes maintaining and operating the

District’s accounting system and all transactions, including, but not limited to AP/AR, payroll,

reconciliations, and all financial reports.

2. Is responsible for all time sheet data entry, tracking, and reports related to personnel time in all

platforms, including, but not limited to, Sage, Excel, and GWorks.

3. Is responsible for tracking all road history data and maintaining those historical records.

4. Is responsible for tracking and maintaining data related to assets, for processing new equipment,

and usage rates. This includes Sage, Excel, and GWorks.

5. Add and maintain vendors and projects in GWorks and produce reports as needed.

6. Report to the Board of Commissioners and the Director on the status of the District’s finances.

7. Assist with the preparation of a proposed annual budget and manage expenditures relative to the

approved budget.

8. Create the Treasury Report for the monthly board meeting.

9. Completes monthly, quarterly & annual Federal & State payroll tax reports.

10. Prepare all monthly and annual financial reports and schedules for the audit.

11. Prepare and submit credit applications to vendors.

12. Prepare & submit the Annual Road and Street Report.

13. Maintains the District’s compliance with the State Legislative Registry.

14. Compile & maintain records for FEMA, LHTAC, and other grant projects.

15. Prepares annual reports for the District insurances. (ICRMP & Idaho State Insurance Fund)

16. Maintains Subdivision & Traffic Mitigation Fee records. Prepares the Road Development

Agreements, liens, lien releases, and tracks due dates.

17. Assist with daily office tasks as needed.

18. Perform other duties as required and requested.

The following job duties are shared with other office staff:

1. Human Resources -Manage human resources to include new employee orientations and

associated personnel file maintenance. Keep Personnel Manual updated. Administer and

coordinate the District’s benefits package to include PERSI, medical, vision, dental, and life

insurance.

2. Maintain the District website.

3. Manage the District’s email and Google account.

4. Receive and answer patron questions, complaints, requests, and petitions.

5. Receive District phone calls, office visitors, emails, and other correspondence. Research and

prepare responses to correspondence. Open and disseminate mail.

6. Receive and answer patron questions, complaints, requests, public record requests, and petitions.

7. Ensure the District’s processes and proceedings are compliant with Idaho Code(s).

8. Establish and maintain effective working relationships with other local governmental entities.


Knowledge, Skills, and Abilities

1. High school diploma or equivalent.

2. Minimum of five years related experience.

3. Strong accounting experience is required, with financial management experience preferred.

4. Proficient in using Microsoft Office (especially Word and Excel).

5. Proficient with accounting database. Experience with Sage is preferred.

6. Experience with an asset tracking database is preferred.

7. Experience with an agency budget process is preferred.

8. Experience with GIS is a plus.

9. Ability to assist members of the public in a professional and courteous manner.

10. Ability to work well with others.
